What is a Diversity Impact Assessment (DIA)?
DIA is the method we use at Network Rail to assess the potential impact our work has on people who share protected characteristics. This can include employees, passengers, and our line side neighbors.
A DIA’s role is to get you thinking about who might be inconvenienced by a project or business change, no matter how big or small – so we can plan to protect everyone. Even if you think a job could never cause you any issues, it might ruin somebody else’s day.
The DIA standard was published in September 2023 and compliance commenced in September 2024. We are legally obliged to demonstrate how we meet the requirements under the Equality Act 2010 and fulfil our Public Sector Equality Duties (PSED).
If any policy, business change or project will have an impact on people, a DIA needs to be produced.

DIA Digital helps colleagues easily complete a DIA required for projects, programmes, and/or business changes being proposed that might impact people – making the process a lot easier and more efficient.
This platform allows you to:
- Create a DIA.
- Share it with DIA Reviewers and other team members to allow them to review and comment on DIAs.
- Collate and share supporting evidence.
- Approve and bank the final document.
On the left hand side, you will be able to sign up as a DIA Author. You are able to add DIA Reviewer permission on this page and select the types of DIAs you are able to review.
You will receive a confirmation email which will confirm your account details and provide you access to DIA Digital.
