Energy Efficiency Delivery Framework – Regional Delivery
This is a framework for delivering energy efficiencies via capital investment that has a single supplier per region, per lot, with a fixed rate card and can be accessed via direct award, without the need for a mini competition.
Lot 1: Upgrade to Building Energy Management Systems (BEMS)
Lot 2: Upgrade Heating & Cooling systems
Lot 3: Lighting
Lot 4: Upgrade Air Handling Units
Lot 5: Upgrade Building Fabric
Lot 6: Renewable Energy Generation
Lot 8: Fiscal and Sub Metering
Energy Performance Contracts
- A framework that Regions can use to deliver energy and carbon reductions without the need for capital investment.
- Awarded to three suppliers with access via mini competition
- The supplier uses the stream of income from the savings, or the renewable energy produced, to repay the costs of the project, including the costs of the investment.
Why:
The Network Rail transition to a greener railway is more complex than just changing the fuel or generation of our electricity. We have a varied network of sites with a range of renewal requirements. The costs of doing this can be high and CapEx may not be available. These frameworks ensure we work with the right partners to make informed decisions, enabling the delivery of a more efficient, sustainable and lower‑carbon estate.

Both options will deliver significant energy and carbon reductions through a consistent set of core interventions.
Supports public value for money:
The Energy Performance Contract framework enables the delivery of energy and carbon savings without upfront capital investment, releasing budgets for other priority works. Both frameworks support compliance with legislative and regulatory requirements while promoting the efficient use of energy, encouraging better asset performance and helping to reduce whole‑life costs—ultimately ensuring best value from public funding.
